Antique or Reproduction Rockinghorse?

Description

It is hand made, possibly real horse hair tail in tatters, no handlebar, wear on bottom gliders, beautiful hand painted sides. looks 19th century german to me, but then it could be a high end repro. would love to gift it, but would need to sell it if its worth a couple hundred dollers. any help would be great.
