Original Watercolor Painting by ... Waldo Peirce?

Hi everyone!  Hope that someone can help me... I have this watercolor painting signed by "Waldo".  I did a little research and thought that it could be an early Waldo Peirce.  I thought it was a similar style of some of his works but after contacting many others, they seem to feel that it is not a Waldo Peirce. So, I am hoping that someone out there can help me find out who is the artist and it's value.  I believe it has value because it was beautifully professionally framed and had some attachments on the back. Please see attached images.

Hi, I also have a Waldo water color, signed just like yours. On the back is a tag that says John Ruggles (Waldo). I couldn't find anything about him, the tag also said New York.
