Framed Oil Painting of Windmill/River Scene

Description

1.  Painting has small deposits of a brownish substance dotting it.

2.  Painting has deep cracks around the canvas support bars on the edge and running down the middle.

3.  Gesso frame (with unique shamrock design) has a few repaired areas, consistent with it being old.

 

I'd like to know:

A.  Estimate on how old this painting is

B.  What style the painting is  (I'm told the sky is Vermeer inspired)

C.  Anything else interesting about this painting 

 

Any info. is very much appreciated.  Thanks so much!

Do I need more/better pictures?  I really could use any informaiton someone could give me as to painting's style and a general assessment of how old it appears to be.  I know it's probably just educated guesswork, but someone's expertise would be much, much appreciated.
