On one side, it has charles tupper 1896, and on the other side it has, house of commons, ottawa ontario.??  There is no denomation on it!!  What is this??

Hi I think this one was part of a set of Canadian Prime Ministers commemorative medallions that a gas station was giving out with a fill up in the 1970's. Don't know how much it be worth.
