It sounds like Pal Fried (you might want to take another look at the signature) and his name was actually Fried Pal - he just signed his last name first, first name last. He was born 1893, died 1976, We have one of his paintings in our February 27th auction, and it should bring about $1,000. You can probably look the artist up on artnet or artprice dot com. Even if you are not a member, you can see limited information on either site.

My husband and I have a black and cream lithograph which is a mirror image of your painting. It is signed Paul Fried in the lower right corner margin. The initials FP appears in the lower left corner incorporated in the lithograph itself. The lithograph was framed in Gloucester, Ma. My husband's family is from this area and it may be possible that the artist spent some time there.
