occupied Japan treasure ship figurine (copper?)

Description

this is a miniature figurine of a treasure ship made from what I believe to be copper. It says "No. 1" on the bottom which leads me to belive this is part of some sort of set maybe a toy? The treasure ship has oriental writing on the sail and a bird's head at the front.
