Antique writing desk and matching chair

Description

It resembles a French antique style writing desk with many carvings on this piece. There's carved wood design around the 4 drawers (2 on both side with one larger drawer in the middle) and a beveled edge on the top of the desk with carving around the edges too. The chair also has carved design around it with a woven wicker seat. On the back 1699 was carved in the wood and I didn't know what that represented. The top of the desk resembles a vaneer though which is a little confusing. The top does show some markings/slight water stains into the wood.
