This is a painting by American artist Roz Oesterle called "Fresh Accents II". Signed by the artist.

However, this piece is an original painting, as the brushwork can be seen and it is uneven to the touch. The painting is not covered for breathing, but I am not sure if it is oil, or acrylic, or some other technique. 

I am also not sure about dating the piece, as I found no records on when it was created. 

The frame is loose and there are some scratching marks on the borders of the painting.

Not sure if restoration is needed here.

I'm wondering if the numbered 22/129 would add much value to this piece of Porcelain Napcoware. It is in great condition with NO chips or cracks.
