It appears to be an example of hand painted "White Ware". These were porcelain that was sold undecorated, sometimes as factory seconds to small decorating studios. These studios would then decorate them in their own designs for resale. Some actually taught courses to wealthy students, who decorated pieces like this for a hobby. Some of these are signed and dated by the decorator, but many are not. Most tend to date from the late 19th century.
