Spelter Cowboy/Buffalo Bill (?) On Horse (Clock Topper?)

Description

I think this may have been a topper for a clock but it would have had to have been an awfully big clock. There's no holes for screws in the base so maybe it wasn't a topper. I have no idea as to age and I'm almost sure this is cast aluminum although it's heavy and I didn't know cast aluminum was this heavy; a magnet wouldn't stick to it. (I just did some more research and found out this is spelter which was often painted to look like bronze.) I don't know who the figure is supposed to represent e.g., some cowboy or Buffalo Bill etc. The figure has a rifle slung over his back and a lariat raised above him in one hand. There is some slight paint loss. Some red markings on the bottom of the base but I can't make them out. I don't know if these are markings however or just the undercolor showing through. It does NOT include a dollar sign though Im sure. Any info as to what this is and value and age would be appreciated.

Does not look like an American cowboy figure, the saddle and clothes are not right. Looks a little like a Spanish man to me. No idea of value. Sorry.
