this is an old mechanical bank the black lady with a white hat with red dots looks to be in original possibly repainted at some point in its life working condition on the bottom it has a flat head screw to unscrew the bottom it also says je Stevens patent number 455 1889

The Pat# is actually 455 the year it was made is 1889, I have seen these banks go for $30 upto $150 on eBay all depends of course condition and how much someone is willing to pay. Hope this helps maybe someone else has more info.
