Filigree zarf or egg holder?

Description

I found this piece and can find no information on it.  Any help identifying it and appraising it would be extremely helpful. 

The base is 3.5" wide and it is 3.125" tall

Based on what I can see it dates from the 1980's and is a base from a goblet, the glass section was broken and removed. No real value as it is.

If that was the case, couldnt you hold the base as you would any other goblet? It is very awkward to grab
