These are generically referred to as "What Nots" in the trade, meant to display decorative porcelain and collectibles. Most like this are mid Victorian examples dating from the third quarter of the 19th century (1850-75). While not mass produced in the modern sense of the term they were made in very large numbers and most middle to upper class Victorian homes would have one in the parlor. Values for them last peaked in the 1990's, but declined along with demand across the board for Victorian decorative items before the end of the 1990's.
At their peak one like this could sell for over $800.00, but now they often sell for half that value if in good condition.
