What you have is called a 'Epergne' . Based on your images, your Epergne dates from the last quarter of the 19th Century and is most likely English. There were a great number of English glassmakers producing cut glass like this during the late Victorian era. The better pieces would have had Sterling silver mounts and pedestal, unmarked examples tended to be silver plated, bronze or brass.
