Can not find any info on this, I think, sugar bowl. It may have come from a tea set.

Can it be polished? 

This is an  increidable set of satsuma porcelain,it is made up of 2 tea pots,1 slightly bigger than the other 6 cups and saucers and what i think is a sugerbowl with its lid .

Reed and Barton silver kettle with porcelain removable liner.
Date on bottom 5/3/1878
Good condition but has a small dent.
